Three questions about law enforcement

Attorney Chen Chia-hung pointed out three problematic aspects of the police’s actions. First, since this case involved a hit-and-run traffic accident, opening fire was neither the most lawful nor the most appropriate measure. Second, if the officer intended to stop the vehicle from moving forward, shots should have been directed at the tires or engine rather than at the driver or even the passengers; whether the use of firearms was justified will be subject to investigation by the district prosecutor’s office. Finally, the officer fired while running, which not only failed to meet the proper conditions for discharging a firearm but also violated the Police Weapons Use Act, as it was neither the most stable nor the safest method of shooting.
